The ai have separate costs, so yes they do. They would not be able to compete if they didn't have the increased tech, but (subjectively) late game they seem to fall behind in the tech game.

I have a separate steam library with Supreme Commander 2 in it. I assume that the tool can't be modified to detect that? No worries, I'll just install manually.
The other steam library is on a different drive.

You can disable the auto restart in windows through the settings app > Updates > advanced options > Change "automatic" to "notify to schedule restart"

There are tons of good RTS games been released semi recently (past 3 years), however they tend to have longer release cycles, with more expansion packs than new releases, unlike many other genres. Recently RTS games have tended to micro-management rather than the macro style of game that TA and Supreme Commander bring. The lack of critical success from supreme commander 2, and poor console ports from games in the genre leading to a dumbing down of controls and scale has lead to fans stickign with older games rather than moving onto games with more eyecandy but poor gameplay. Major publishers then stopped funding new RTS games, and the death of THQ really doomed many franchises. Turn based games have become far more popular, likely due to the success of Civilization, and a lower skill barrier for entry, with strategies able to be planned out over longer periods of time. Etherium, Grey Goo and Act of Agression are all C&C style games, smaller in scale. C&C4; Really shoved sequels down the drain commercially, and EA essentially abandoned the genre after its release. Most new release RTS games have been made by small name studios, without the backing of a major publisher, and this has lead to smaller experiences with less units, worse engine technology, and more attention paid to nostalgia than innovating. Planetary Annihilation was an innovation, but with poor balancing, and a poor multiplayer and singleplayer experience due to poor optimisation (single core sim servers) has lead to most players moving onto better, older games in favor of a poor experince, as every player has the same units. Homeworld remastered was nice, but essentially a nostalgia magnet, bringing no new life into the genre. It is more of a case that people are happy with the games they have at the moment, and as multiplayer continues to work for most RTS games via steamworks, there is little demand for a new title. PA showed that while people want a new title, multicore support is needed to get games at a larger scale, so smaller squad based RTS games are much more common due to the graphical demands of people in the current market outstripping the hardware needed to make a large scale RTS at the quality desired. Additionally, simplification to make learning curves smaller has made games worse rather than better. There is need for new content, however the engine technology is not present, requiring too high of an investment to produce. RTS games are been kept alive by mods, so people feel little need to produce another, as well as high profile failures making then a risky proposition for publishers. The other reason is that what you consider to be a good RTS may not be what you actually want in a game- PA had many of the features that people wanted in a new RTS, but lacked many of the basic features that people take for granted that actually make a game fun to play.
