This seems inspired by the Photon Overcharge ability from Starcraft 2, except more powerful because it levels up and affects more buildings.

"All friendly buildings", so in theory it should affect mines too. Problem is when your enemy builds contagion silos in every spot... xD
It does affect mines as well and your allied buildings. It is pretty cool, might have some tweeks if too op in the future (range perhaps is too high).
Damage is too high. High range is necessary to counter siege.

I don't think this is an anti-siege spell, it seems to be just a counter to rushes with early game units that aren't too affected by towers usually, like Skeletons and Husks.
You are right that it is a great anti early-rush spell. Although siege units (and fey titan with 80 damage 12 range fire arrows which outrange towers and kills most of melee units before they damage it) cause a bigger problem. Also the damage at level 1 seems to be high enough to kill skeleton with each single hit so I still believe that the damage and not the range should be reduced (if the need of making the spell weaker would come).
The Fey Titan is very weak against buildings, from my own experience. He deals piercing damage, which does next to nothing against towers.
You can use your own siege, fast units, and air to counter siege. It really isn't hard unless the enemy is playing Dark Dwarves, but that race is specialized on siege anyway.
Well when was the last time you fought against fey titan? I fought against it using high elf (my mod version 0.8.6 a) a few days ago. It has 12 range and flaming (yes flaming!) arrows dealing 80 damage per shot (flaming arrows type doubles this damage to 160 vs buildings; it is the fey titan's basic damage type since 0.86!). I had just survived AI fey attack force consisting of 4 dragons and some fey but all my defenders were dead and then the titan came. I pushed my hero, army production and stalling skills to the limit and managed to beat it, save my hero and much later win. Dealing with titan was a hardest part of the game: 10+ min on very fast game speed stalling during which I managed to produce 2 dragons from the same building and that wasn't enough to beat the titan (not to mention the stalling units who were constantly killed while trying to stop the titan). During the battle the non-garrisoned high elf towers' range was not enough to reach him while he mow down those towers. So the fey titan isn't as weak as it was a few versions ago.
