Description
Play Modifiers on Agents to boost their abilities or hinder the enemies.
Here we see both sides fielding only Innocent Bystander cards. Fairly useless as anything but sacrificial blockers, generally. But 2 of these Bystanders and packing tricks, pistol and hacking implant modifiers.
