Does it do anything special?
Red power already has gemstones + tools including sapphires.
I suppose if you don't want red power and want the tools this is ok.
In redpower the sapphire tool is almost as fast as diamond with half durability.
anyone else get a "bad" thought when they saw the sword icon?

ah, good. it doesn't.
the mod seems fairly decent. doesn't add much, but I imagine it's another tier of tools.
