On day 16, Mark witnesses Doug bypassing security and inserting his own flight plan into Guam's ARTCC flight registry so that he can later fly without being intercepted. How can he do this and why? Why is Mark involved?

This is an actual game item. Mark took many photos during his mission. You'll be able to understand what happened as if you were there.
