Is it possible for one person to develop an RPG game with indie industry standards within a year?

No, not unless that RPG consists of only one zone that isn't in any way fleshed out and horrendous graphics and gameplay that isn't well thought out at all. In that case, you totally could. Although, any self-respecting game designer/developer would hate your forever for making such a game.

Not that I would recommend it because I think collaboration in game making is key but...If you could buy an already finished game and reskin it...Maybe you could do it...Again, not saying you should at all :)

Yes collaboration is key, you may think you can do it all alone but I would tell you to work with people you know and trust if at all possible. I personally have been working on a side scroller for fun in my spare time and editing existing sprites, creating sprites and coding (in GameMaker Studio) I have made 1 playable level with enemies and the basic functionality of a start menu, game over screen and all that. It took me roughly 100 hours.

I can see an RPG being even more time consuming in the early stages but after a while you can change the numbers and sprites of enemies. It all depends on what you want to/can actually do on your own.
