Game Maker is a proprietary software application written by Mark Overmars in the Delphi programming language. It is currently at version 8.
 
Game Maker's primary development interface uses a drag-and-drop system, allowing users unfamiliar with traditional programming to intuitively create games by visually organizing icons on the screen. Game Maker comes with a set of standard action libraries, covering such things as movement, basic drawing, and simple control structures. To extend the drag-and-drop functionality of Game Maker, users can use custom-built action libraries to add new actions (drag-and-drop command icons) to their games.

Callouts are a handy and elegant way to display text to the user that doesn't interrupt game-play, and their buttons can have a variety of functions. Download the Game Builder Tab V3 and try Callouts for yourself:

Update on Tutorials:

Big things are underway between Bluish-Green Productions and Assembly Line Games, some of which you might see by the end of the summer. Aside from videos like this one, tutorials are not in formal development. One person can only work on so many projects.
Anyway, Game Maker 9 is on the horizon, and Yoyogames has been talking about the significant changes that will be made to Game Maker in its newest iteration. To that end, I don't think it would be worth making tutorials for GM8.1 only to have them outdated by the time they are released.
However, when Game Maker 9 DOES release, you can bet Bluish-Green Productions Game Maker Help will be fully supporting it with timely tutorials!
Don't worry, between now and then, there will be other cool things like Callouts and Game Builder programs.

GameMaker is good, but the worst thing to happen to it is the "free art/sound packs" by that "Predator" guy. Thanks to him, a lot of games made in GameMaker have a crappy, derivative look remiscent of happy ctrl-c and ctrl-v. Worse, all the graphics in his pack are all stolen from commercial games and no credit or even hints were given to the sources of origin for them.

Game Maker is a great easy to use and convenient platform for anyone who wants a step in the door to learning how to make games. If you ever get the chance to play around with it, I strongly recommend it. They currently have version 8 out, and even with a trial version, you still get to play around with a lot of substance.
