Hello New Neighbor Build 1.3 (Hotfix 2) file

Hotfix changes:
-Added a fail-safe incase you can't teleport (it will force teleport if you cant)
-Fixed a dummy randomly falling out of the sky
-Fixed and issue where the Hello new neighbor loading screen wasn't showing up
-Fixed random parts of the neighbor's house that were disappearing (like the stands for the rails)
-Added the plot walkthrough text file back into the zip (I forgot to add it to all of the other hotfix builds)
